Government Debt Collection Procedures in the Kingdom of Saudi Arabia

Government debt collection is one of the important legal procedures that requires following applicable regulations according to the Saudi Administrative Pleadings Law.

The process begins with a comprehensive review of all documents proving the government debt such as contracts, agreements, royal decrees, and ministerial decisions.

After reviewing the documents, a formal legal notice is sent to the civil entity specifying an appropriate grace period for payment ranging from 30-90 days depending on the nature of the debt.

The notice must include complete details about the debt, the amount due, accrued interest, and the government entity owning the debt.

In case of non-response to the notice, a lawsuit is filed before the competent administrative court.

This lawsuit includes submitting all documents proving the government debt, previous correspondence, and payments made by the debtor.

A detailed report on amicable collection attempts must also be submitted.

After the court judgment is issued, it is executed through competent authorities such as the Execution Court or the government entity owning the debt.

Execution methods include seizing bank accounts, properties, or commercial assets of the civil entity.

The civil entity may also be prohibited from obtaining new licenses or government contracts until the debt is paid.
